Mr. Williams only did double duty for two
months (in 1928) and Mr. Smith for three months

whereas Mr. Kennedy Smith's term is 10 months
exclusive of the first occasion in 1927-28.
Again, Mr. Ring was apparently employed on
a full time job and it is difficult to believe that
Mr.K. S. can get through it in one hour a day
overtime.
Having regard to Mr. Butters' case (see No.11
in 17035) when a similar application was turned
down, I do not think there are strong grounds
for according more favourable treatment to
Messrs Smith and Williams, more particularly as it
is not suggested that either of these officers was
over-worked. On the other hand, I am inclined
to sympathise with Mr.K. S. but doubt the expediency
of admitting his claim in the face of the
Governor's opinion of the quality of the work.
As regards (1), ? acquiesce in Governor's
view and ask that Mr. K. S. may be informed
accordingly.
As to (2), ? reply that the S. of S. would
not be disposed to insist on the literal inter-
pretation of the General Orders in question in the
case of Cadets if the circumstances of a particular
case seemed to warrant a departure from them; but
that he is unable to accept the view that the
